City of Fremantle Recycling Centre
The Challenge
City of Fremantle residents are entitled to a set number of free household bulk-waste drop-offs at the Fremantle Recycling Centre each year. The problem was how those entitlements were tracked: on paper, with a rubber stamp marking each load. There was no reliable way for gate staff to see how many drop-offs a property had already used, no central record, and no easy way to confirm a resident was eligible — slow at the gate, and impossible to audit.
The Solution
Nano Solutions built a digital bulk-waste drop-off system for the recycling centre — custom government software that lets gate staff manage the whole process on any device. A staff member finds the resident's property, sees how many of its free annual drop-offs remain, and records a new one in seconds, replacing the stamp-on-paper process entirely.
Key Features
- Find a property fast: Staff search by address with live autocomplete, or click the property straight off an interactive map of Fremantle
- Live entitlement check: The app shows how many of a property's free bulk-waste drop-offs remain for the year, so over-limit loads are caught at the gate
- One-tap recording: A drop-off is logged against the property in seconds, capturing the date, the resident's name and identity reference, and the staff member who processed it
- Rateable-property validation: Address search is restricted to current rateable properties, so only eligible residents are recorded
- Map-based interface: Custom Esri map layers make it easy to locate the right property visually, not just by typing
- Single sign-on: Staff use their existing City of Fremantle Microsoft 365 (Azure AD) identity — no separate login, part of the council's wider web-app environment
The Results
- Replaced a paper-and-stamp process with a fast, auditable digital record of every bulk-waste drop-off
- Gave gate staff a live view of each property's remaining annual allowance, stopping over-limit drop-offs at the point of entry
- Created a central, searchable history the council can report on, instead of loose paper slips
- Built for a service the council still runs today — the City of Fremantle continues to offer residents six free household bulk-waste drop-offs a year at the recycling centre, with digital passes validated by photo ID at the gate (City of Fremantle waste & bin collection)
Technology
Built as an ASP.NET Core application in C# with a Vue.js front end, the system authenticates staff through Microsoft Entra ID (Azure AD) and stores drop-off records in SQL Server via stored procedures (property enquiry, drop-off update, and rateable-address search). The map experience uses custom layers served from Esri ArcGIS Online and rendered with the ArcGIS JavaScript API, and the whole application ships through a CI/CD pipeline with automated quality and security checks on every release.
